Japanese warships are concentrating at Toihow, causing apprehension of an invasion of Hainan Island, says the Hong Kong correspondent of The Daily Telegraph. The French authorities are watching closely, and 10 French warships are standing by. Other reports state that a minor attempt to land on Hainan was repulsed. Japanese aeroplanes again bombed the water supply of Swatow, which is now cut off. A Japanese landing is considered imminent.

In Tokyo an emergency meeting of the Japanese Cabinet issued a decree ofrthe control and more economic use of the national resources. Preference will be given first to munition needs and secondly to the export trade. The commodities of which consumption is restricted include wool and metals.
