CONGRESS VIEWPOINT OF GOVERNORS’ DUTIES (Received February 24, 9.10 p.m.) BOMBAY, February 24. “The statement by the Viceroy (the Marquess of Linlithgow) on the release of political prisoners is pleading unworthy of a personage possessing un-heard-of powers,” declared the Mahatma Gandhi. The right of examining the cases of political prisoners belonged to the responsible Ministers and the governors’ duty was to advise the Ministers on questions of broad policy and to warn them of the danger of the consequences, after which they should leave the Ministers free, he added. “The Ministers will find difficulty in shouldering their responsibility unless the question is decided in their favour,” said the Mahatma. “Nevertheless the Viceroy has left the door open for the governors to negotiate with the Ministers.”
