POLICY OF BRITISH SECRETARY FOR WAR (British Official Wireless) RUGBY, December 6. The Secretary for War (Mr Leslie Hore-Belisha) ; n the House of Commons said that the changes in the Army Council would all have taken effect by the New Year. Merit, character, and ability as well as suitability for any particular office would be the guiding considerations, regardless of youth, age, or mere seniority in the event of any further appointments. AU appointments would be made on the assumption that the holders would be able to hold their posts under conditions of active service.
