Interest has been aroused by a controversy between the Governor-General (Lord Tweedsmujr) and Dr Charles Cahan, a former Secretary of State. Lord Tweedsmuir, addressing the Canadian Institute of International Affairs, said a Canadian’s first loyalty was to Canada and Canada’s King, and not to the British Commonwealth; those arguing otherwise were “doing a real dis-service to Canada.” Dr Cahan in a statement said that Canada in order'to be true to herself, must be faithful to the constitutional covenants on which the British Commonwealth was established. He questioned the value of introducing the vexing question of a conflict of loyalties of which few if any Canadians were conscious.
