TRANSITIONAL PERIOD FOR PALESTINE
LEAGUE’S RECOMMENDATIONS GENEVA, August 23. An official summary of the report of the Mandates Commission of the League of Nations on Palestine declares that the mandate is unworkable because of growing anti-Semitism, certain fluctuations in the British policy having encouraged the Arabs to believe that violence will stop Jewish immigration. The report recommends a transitional period of political apprenticeship for Arabs and Jews, either by provisional cantonization, by which the two States would enjoy internal autonomy and control immigration, subject to the mandatory’s control of defence and foreign' affairs, or by a separate mandate for each State until it had proved its ability to undertake self-govern-ment. The report approves a separate regime for holy places and draws attention to the sufferings of the Jews, to whom the world is becoming increasingly closed. Tributes are paid in the report to Britain’s disinterested efforts on behalf of both Jews and Arabs.
