SOVIET COMPLAINTS UNFOUNDED (United Press Assn.—Telegraph Copyright.) Tokio, July 21. M. Hirota, Minister of Foreign Affairs, replying to the Soviet, declares that inquiries proved the complaints to be without foundation. He accuses the Soviet of attempting to mislead public opinion regarding Japanese conduct in Manchuria.
