ITALY AND ABYSSINIA PLAN TO SAFEGUARD NON-COMBATANTS EVACUATION PROBLEM (United Press Assn.—Telegraph Copyright.) (Rec. 7.30 p.m.) London, June 17. The diplomatic correspondent of the Daily Telegraph says that preparatory steps are being taken to safeguard neutral non-combatants in Abyssinia. The American Legation at Addis Ababa is likely to be withdrawn, also missionaries and their families. The problem is the more difficult because Abyssinia is served by a single railway, and it is almost impossible to evacuate foreigners hurriedly by aeroplanes because of the high altitudes traversed and the poor landing grounds.
