INCREASE IN AMERICA. PRESENT LEVEL UNJUSTIFIED. (United Press Assn.—Telegraph Copyright.) New York, June 12. President Roosevelt called for an assurance of permanent peace to-day when addressing the graduating class of the Military Academy and the High Command of the army He also announced approval of legislation to increase the military force, because he was convinced that the army had been reduced to a level “unjustified by due regard for our own safety.” He declared that the greatest need of the world to-day was an assurance of permanent peace, based on mutual understanding and mutual regard.
