Geneva, January 20, The League Council adopted the report of the Mandates Commission, including a request for further particular's from Japan regarding the sums spent on the equipment of the ports of mandated islands. M. Litvinoff made a statement implying that the Polish Foreign Minister (M. Beck) had withdrawn his opposition to an Eastern pact, and that only the consent of Germany was now required. M. Beck is in bed suffering from bronchitis. French official quarters state that M. Beck has not yet replied categorically to M. Laval s representations. The British United Press Association’s correspondent at Geneva states that no speaker in the Council referred to Japan’s withdrawal from the League. This is taken to mean that she will continue to hold her mandatory rights after leaving the League.
