There is a strong party in the United Provinces against a relaxation of lawbreaking and bitter criticism in the Calcutta and Bombay - Congress newspapers of the leaders’ decisions. However, the Government’s position remains that there must be an abandonment or withdrawal of law-break-ing before there can be relations between the Government and Congress.
