CESSATION PROPOSED DISCUSSION IN HOUSE OF LORDS MOTION WITHDRAWN (United Press Assn.—Telegraph Copyright.) (Rec. 7 p.m.) London, November 2. In the House of Lords Lord Mount Temple moved that no credits should be extended to Russia or a commercial agreement negotiated till Russia had taken some steps to liquidate her debts to the British Government and citizens. Anti-British propaganda was increasing, he said. The recent marches to London were not demonstrations by the unemployed, but were organized by Soviet money. Lord Templemore said the Government was unable to accept the motion, which would in no wise advance Lord Mount Temple’s object. Questions of debt and trade must be kept separate and treated on their merits. The Marquis of Londonderry said that while the Government had not weakened against the Soviet’s reprehensible attitude, nothing could be gained by a big stick policy. Lord Mount Temple, in withdrawing his motion, said that, if the Government applied the same methods to Russia as it was applying to Ireland, it would meet with a large measure of success.
