PRINCESS HELEN OF RUMANIA. (United Press Assn—Telegraph Copyright.) (Rec. 5.5 p.m.) Bucharest, November 1. Princess Helen has signed the terms with a modification enabling her to reside at her favourite palace in Bucharest when in Rumania. She also received £25,000 the balance due on the sale of the Black Sea Castle to the War Department. The Government offered Princess Helen the following conditions without alternatives: Firstly, a sum equal to what she received prior to the reduction in the entire civil list and State employees’ salaries, or nearly £14,000; secondly, permission to see her son Michael in Switzerland for a month yearly; thirdly, permission to visit Rumania, residing where the Government desires.
