HIGH TARIFFS
MR HOOVER’S PLEA PRESIDENT VISITS NEW YORK ELECTION CAMPAIGN (United Press Assn.—Telegraph Copyright.) (Rec. 7 p.m.) New York, October 31. In -an effort to win New York’s 47 electoral votes, President Hoover came to the city to-night after brief halts throughout the day at industrial centres in Maryland, Pennsylvania and New Jersey where he again emphasized the necessity of high tariffs. Speaking at Madison Square Garden in New York City, Mr Hoover told a cheering crowd of 22,000 that the election of Mr Franklin D. Roosevelt would “Destroy the very foundations of the American economic and social systems,” whereas his administration had 'overcome the depression through strict adherence to traditional principles. He spoke encouragingly of improvements in employment and business, and said that a Democratic victory would mean a lowering of the tariff and the complete stagnation of industry. It was necessary to call mounted police to handle thousands unable to enter the Garden. A small Communist demonstration of protest was quickly dispersed.
