LAW IN MEXICO. OUTLINE OF MEASURE. (United Press'Assn.—Telegraph Copyright.) (Rec. 7.5 p.m.) New York, October 29. A message from Vera Cruz, Mexico, states that Dr. Salvador Mendoza, ono of tha drafters of the new civil code, announced to-day that the State authorities had decided to draw up a Jaw tn establish a system of birth control in Vera Cruz. The Attorney said the law would require parents wishing to have children to appear before the board. An inquiry will be made as to the size of the family, ability to provide and educate and condition of health of the parents. The measure would prohibit children to extremely poor, incompetent or defective people. Senor Mendoza explained that he was preparing a birth control law of code with the idea of benefiting the proletariat and bettering the race. The State Government planned to appoint a committee of. obstetricians to discuss with Margaret Sanger birth control and advocate how best the code would be applied.
