Von Papen insisted on supreme control in Prussia, including administrative reforms and changes in personnel. He would not tolerate encroachments on Herr Bracht’s functions. M. Braun insisted on the reinstatement of Cabinet, limiting Herr Bracht’s functions to maintaining law and order. Von Papen after the conference issued Prussian reforms terminating the Ministry of welfare and other departments whose functions the Reich is performing. This is expected to lead to another appeal to the courts.
