BRITISH MINISTRY THE LIBERALS RESIGNING FISCAL POLICY OPPOSED DECISIONS AT OTTAWA (United Press Assn.-—Telegraph Copyright.) (Rec, 7 p.m.) London, September 23. The Daily Herald states that Viscount Snowden has decided to resign from the Cabinet. This has really forced the hands of Sir Herbert Samuel and his colleagues against their own inclinations and led to a decision to follow Viscount Snowden’s example. The resignations will be sent to his Majesty after the Cabinet meeting next week. Mr MacDonald used all his influence to persuade Sir Herbert Samuel and his followers to remain, but when he found Viscount Snowden was obdurate he accepted the position. He is already considering a reshuffle of the Ministry and will use his utmost endeavours to fill the vacancies with other liberals and National Labourites in order to retain the national character of the Government.

Lord Hailsham, Secretary of State for War, on arrival from Canada, said it would be regrettable if the Liberals resigned while there was still so much valuable work for the National Government to do. Every political party was represented at Ottawa, whose decisions could be supported by every patriotic citizen. He and Sir Philip Cunliffe-Lister found universal enthusiasm for the agreements throughout Canada.

An earlier report stated: Unless the Ottawa agreements are modified, entailing Britain’s direct appeal to the dominions to agree to a revision, Sir Herbert Samuel and his followers will resign. Such, the Sun Service learns, is the astonishing situation which is the crux of the Cabinet differences, threatening a crisis.
