SPANISH CABINET’S PROPOSALS. (United Press Assn.—By Telegraph—Copyright.) Madrid, June 24. - Cabinet is installing wireless equipment in order to broadcast the Parliamentary debates. It is also reinstating the railwaymen dismissed during the 1917 general strike and dismissing the soldiers who came to the country’s aid since and have carried on. SOVIET-GERMAN TREATY. Moscow, June 24. The Soviet-German treaty of neutrality has been signed replacing the five-year treaty expiring on June 28. It mutually pledges both to observe neutrality in the case of an attack by a third power. Each promises not to join hostile coalitions or economic financial boycotts against the other, either in peace time or war time. AIR TRANSPORT IN INDIA. (British Official Wireless.) Montague, Under Secretary for Air, said he was unaware that the Indian Government had placed obstacles in the way of a flight over Indian territory by machines other than Indian machines, with Indian pilots. In regard to air transport services, he understood it would be contrary to that Government’s policy to subsidize any company other than aj Indian company with rupee capital and Indian personnel. He added that the Secretary for Air was fully alive to the importance of continuous development of air routes throughout the Empire and his policy was directed towards that end.
