The Bombay Government is faced with the problem of accommodating 5,000 odd prisoners sentenced for civil disobedience during the last few months. At .present there are 200 convictions daily in the Bombay city area, and the gaols are rapidly becoming overcrowded. Even new concentration camps and temporary gaols are filled. . . The Government is likely to follow the scheme adopted by the Punjab .and Assam Governments and discharge ordinary convicts for trival offences to make room for political offenders. Under the scheme 209 will be released who have served half their sentences and had exemplary records in gaol.
