DETAILS OF SOVIET PLAN.

The Berlin correspondent of the Morning Post says: “Details of a remarkable Soviet system of espionage in the Balkans and Central Europe, with headquarters at Vienna, are published here. Thus far 67 arrests have been made in Bucharest and 35 in Transylvania. The key of the organization’s activity was found when the Rumanian espionage service intercepted a letter written -with prepared ink. The authorities found that the Soviet organization was adequately financed and that it had even constructed secret broadcasting stations in Bucharest. The spy organizations there were so carefully organized that none knew of the other’s existence.
