COMMITTEE REPORTS. { The following reports of committees will be presented at the fortnightly meeting of . the Town Council to-morrow evening:— RESERVES. J With reference to the letter from the j borough solicitors, 7/6/’27, iiaving noted the following details regarding sale by i auction of certain leaseholds: — 1 Part of Section 6. Block 23, Invercargill Hundred, containing 4,300 acres (Sandy Point Domain) previously leased to Cuthbert J. Royds, leased to Cuthbert J. Royds and Thomas H. Watson, at upset rental of £137 10/per annum —Valuation for improvements £3BO. 2 Section 17, Block 2, Town of Invercargill, previously leased to Mrs Hugh Ritchie, lease taken by present tenant at upset rental of £6 2/6 per annum. Valuation for improvements £1,400. 1 3 Section 15, Block 48, Town of Invercargill, previously occupied by South School as a garden, upset rental £6 6/-. Improvements £l5. There being no bid, the land was not leased. 4 Section 16, Block 48, Town of Invercargill, previously occupied by South School as a garden, upset rental £6 6/-. Improvements £l5. Recommend it be an instruction to the town clerk that in future, expiring leases be submitted to the committee before being referred to the borough valuers. Recommend further that Mr Edgar F. Stead’s offer to supply plants and seeds of rhododendrons and seeds of primulas to the Invercargill Gardens be accepted with thanks, and that the curator be authorised to visit Christchurch and collect them. Recommend 1 the Appleby Cricket Club be charged an , annual fee of £l5, payable not later than ' February 28 in each year, for upkeeping ] ) I their Biggar street playing area, in lieu of 1 . the present method of charging at a price per hour, subject to the following conditions being complied with: (a) The Corporation will cut the grass and keep the ground in order. < (b) The Appleby Cricket Club will roll their own pitches and attend to the upkeep of the wickets. LIBRARY COMMITTEE. Having authorised a requisition for the Lending Department for one card cabinet, at an estimated cost of £3O. Recommend that the librarian be authorised to require a deposit of 5/- at his discretion, for quarterly subscribers. FINANCE COMMITTEE. Having accepted with thanks, the donation of £lO received from the Railway Workshop Carnival Committee, and handed same to the Mayor to head a fund for the relief of unemployment which is being opened by his Worship for public subscription, it being understood that such subscriptions will be subsidised £ for £ by the Government. Having received a letter from R. S. Grey, offering to lease for a term of five years at £5O per annum, part of the section at the corner of Tay and Deveron streets, having a frontage of 33ft. to Tay street and 66ft. to Deveron street, and have no recommendation to make. Having received a letter from R. S. Grey offering, as an alternative, to lease a portion of the section at the corner of Conon and Tay streets, with a frontage of about 40 feet to Tay street and 40 feet to Conon street, for a term of five years at a rental of 25/- per week, and have no recommendation to make. With reference to the Curator’s report, 9/6/’27, recommend the Reserves Committee be asked to take temporary control of the section at the corner of Tay and Deveron streets, recently purchased from the trustees of the St. John’s Church. Having been informed by the acting secretary to the treasury that the streets formation, construction and improvements loan of £60,000, and the house and other improvements at Pilot Station loan of have been exempted from the requirements of the Local Government Loans Board Act, 1926, under Section 14 of the said Act, copies of the formal consents of the Hon. Minister of Finance being attached to the letter. Having received a letter from Mr E. R. = Wilson, architect, 14/6/’27, regarding proposed Town Hall extensions, and have held the matter over owing to funds in hand being insufficient; recommend that alternative schemes be considered when the council is in a position to submit a loan proposal to the ratepapers (a) For altering the Town Hall as a whole; (b) For the extension of the offices only. And that the architect be asked not to do any further work on the plans and specifications until further notice. Having considered the matter of installing an inter-’phone telephone system in the Town Hall, including the town engineer’s offices in the old Fire Station and recom- • mend the Post and Telegraph Department’s offer to instal four main stations and nine extension table telephones at an estimated cost of £5B for labour and an annual rental of £67 14/- which will take the place of the annual rental on the present telephone system of £63 19/- be accepted and the work authorised to be carried out. With reference to the letter from the Workers’ Educational Association, recommend they be voted the sum of £l5 for the year ending March 31, 1928. With reference to the town clerk’s report. 11/6/’27, recommend he be authorised to raise the balance, namely £2,000, of public baths loan of £12.500, at 54 per cent., to mature July 1, 1939. GAS TRAMWAYS, ELECTRICITY AND ABATTOIR COMMITTEE. Having carefully considered the letter

from the Georgetown Hall and Recreation Society regarding proposed extension of the Georgetown tram line to the corner of John street and Pomona Road and have no recommendation to make. With reference to the letter from R. J. Cumming, recommend he be informed that the council has no intention of extending the tram line eastwards along Centre street to Conyers street in the meantime. Having received a letter from F. Bowden and Co., suggesting that arrangements be made to have stock, which is killed at the Abattoirs, cut up and put into wrappers and recommend this work be carried out on the following conditions: (a) That the owner of the stock must supply the wrappers and remove the skins and offal. , (b The charge for each sheep carcase to be as follows: s. d. Slaughtering and inspection fees 1 14 Fodder per week 3 Cutting and wrapping 9 Use of Abattoir and cleaning .. 6 Total 2 74 PUBLIC WORKS COMMITTEE. Having received and noted a chemical and bacteriological analysis of the water from the Dunsdale River supplied by the Health Department, Dunedin. Having the letter from the Southland Horse Owners’ Association regarding dangerous state of the new bitumen roads, under consideration. « Having received a letter from Macalister Bros., in regard to the notice served on the owner of Roope’s Brewery, Mary street, requiring her either to pull down the building or put it in a proper state of repair not later than Monday, April 25, 1927, recommend that provided temporary supports are installed within seven days to the satisfaction of the town engineer, an extension of time until August 20, 1927, be granted; otherwise action will be taken. Having received an application from the Ladies’ Basketball Association to hold a street day on Saturday, July 7, and recommend the application be declined. With reference to the letter from the Southland Motor Association regarding erecting “Ng Parking Allowed” signs in those parts of the main streets where the parking of cars is prohibited, recommend they be informed that as this matter will shortly be dealt with by the Government

regulations, no action is being taken in the meantime. With reference to the Town Clerk’s report, 16/6/’27, regarding annual estimates, having agreed to the recommendation by the Finance Committee that the item in the Public Works estimates for “sealing streets” £2,500 be reduced to £500; no alteration to be made in regard to fhe item in sewerage account for renewals and alterations £5OO, which must stand.
