LOCARNO PACT
ATTITUDE OF DOMINIONS. QUESTION IN HOUSE OF LORDS. (Rec. 7.30 p.m.) London, Mar. 17. In the House of Lords, Lord Parmoor drew attention to Article 9 of the Locarno agreement. He asked whether there had been any correspondence concerning this with South Africa and Canada, and whether the dominions had been given an opportunity to express their views concerning foreign policy, unity in which was most important for the peace of the world. Lord Clarendon replied that it was at present inopportune to discuss the Locarno agreement. So far as the Ministry were aware none of the Dominion Parliaments had been invited to express views on Article 9. There had been extensive correspondence with the dominions before signing the Locarno Pact. The Ministry were of the opinion that publication would be prejudicial to the future of free interchange of opinion. The matter would be fully discussed at the Imperial Conference. —A. & N.Z.
