SOME IMPORTANT CLAUSES. (By Telegraph.—Press Assn. —Copyright). PARIS, January 23. Le Matin expresses the opinion that certain general clauses of the Russo-Japanese Treaty are most important. For example, there is a mutual undertaking not to deal with a third Power to the detriment of the contracting parties. This would seem to imply that in the event of conflict being brought about by the Soviet in Europe or Asia, Japan would maintain at least an attitude of benevolent neutrality.
