COLOUR BAN ON THE RAND. CAPETOWN, January 22. A Government Bill amending the Mining Act enacts that regulations may provide for refusal of a certificate of competency required for certain descriptions of work to natives and Asiatics. This in effect legalises the colour bar in mining work which the recent decision of the Courts declared invalid. GERMAN GOVERNMENT. BERLIN, January 22. The Reichstag voted confidence in the Government by 246 to 160. The Democrats abstained from voting, while the Left Wing of the Centre Party voted against the Government. COSTA RICA LEAVES THE LEAGUE. LONDON, January 22. (Received January 23, 11.30 p.m.) Advices from Berne confirm the report that Costa Rica has resigned from membership of the League of Nations. RUSSIAN GRAIN SHORTAGE. LONDON, January 23. In confirmation of the Russian grain shortage, the Soviet is busy buying wheat and flour from any source where obtainable, notably America and Argentina.
