OPENING OF PARLIAMENT. VICEROY’S ADDRESS. (By Telegraph.—Press Assn.—Copyright). (Reuter’s Telegrams.) DELHI, January 21. The Viceroy opened the session of the Indian Legislature. In reviewing the year’s legislation, Lord Reading said that a marked improvement was recorded in the economic conditions. Trade prospects and the agricultural outlook were satisfactory, despite the disastrous floods in some parts. He announced the acceptance of the recommendations of the Assembly for an economic inquiry into the condition of the masses, and said that a small committee would be appointed to collect material for a larger inquiry. He also announced the decision to appoint a Currency Committee as soon as conditions become more stable; He approved of the Bengal Governor’s certificate of special legislation to stamp out terrorism, but lie wmied the Swaraj Party that the terrorists’ friendship would kill the party like a parasite killing its host. The Viceroy said he felt satisfied with the relations with the foreign countries on the border, which were most friendly. In conclusion he urged the restoration of commercial good will, without which political progress would be retarded.
