BRITAIN AND RUSSIA

AN ULTIMATUM PROBABLE BAKOVSKI’S BOAST ‘TUT US AGAINST THE WALL.” (By Telegraph—Press Assn.—Copyright.) (Australian and N.Z. Cable Association.) LONDON, July 31. (Received July 31, 11.0 p.m.) The Daily Telegraph hints that the Soviet may break off negotiations at London before the British Government. The Telegraph adds that M. Rakovski, before leaving for Moscow, is alleged to have circularised his colleagues in other European capitals, saying: x “Our delegation was treated with contempt. Our creditors have put us up against the wall. I will recommend an ultimatum and that the delegation be ordered to leave London at the earliest possible moment.

MOSCOW’S PLANS. FOR WORLD-WIDE REVOLT DELEGATION’S SECRET LETTER. A secret document containing Moscow’s latest plans for stirring up world revolution is published by the Lokal-Anzeiger, which states that it is the translation of a letter sent by Zinovieff, President of the Petrograd Soviet, to an important member of the Russian Embassy in Berlin. The letter was discovered by the police on the premises of the Soviet Trade Delegation. The following passages should prove of interest: — (1) It is absolutely necessary to keep in view the aim of carrying out the proletariat revolution in Germany. The French, Polish, Austrian, Czecho-Slov-akian, and Russian sections of the Internationale, as well as the German, must prepare for active interference in the affairs of Germany. (2) The work of creating a great Communist Party in England must be the task of the whole Internationale. (3) The thorough support of American and Japanese Communists is a question of extraordinary significance. (4) The Labour movement is growing in Poland. All that is needed is the most far-reaching assistance for Polish Communists. (5) The revolutionary movement in Bulgaria in the year 1923 was only the beginning of a great revolution in the Balkans. A movement embracing all the Balkan lands, must be created. (6) More attention must be given to revolutionising the East, the Colonies, and native lands. The success of world revolution depends to a great extent on one revolution. (7) Special attention must be given to the Internationale of youth. The movement among the young must be supported because the future of the whole Internationale depends on it.

The document contains instructions for members of trade unions. “The principal thing.” writes Zinovieff, “is iron discipline and the spirit of obedience to orders from Moscow.”
