VICTORIAN POLITICS

UNSTABLE CONDITIONS. ANTI-LABOUR COALITION PROBABLE. (By Telegraph-Press Assn.—Copyright.) (Australian and N.Z. Cable Association.) MELBOURNE, July 8. The State Parliament has opened. Mr Bowser was re-elected Speaker unopposed. The Governor, in his speech, said that until the complex position created at the elections was cleared up, he considered it unnecessary to present a programme of legislation in detail. A meeting of the Liberals rejected the Country Party’s terms for the formation of a composite Ministry, stating that they were out of aU proportion to the strength of the Country Party. The anti-Labour members combined solidly in voting against, and thereby defeating the Labour amendment to one of the first motions after the formal opening. This has raised hopes of those desiring an anti-Labour Ministry, though the Farmers’ Union decision is a stumbUng block.
