(Received February 18, 5.5 p.m.) The gales and zero weather continue unabated. playing havoc with Atlantic shipping. The steamer Moncensic is still not reported, and is believed to have been lost, with all hands. The liner Vasari rescued .the crew of the dismantled British schooner Dorin. Incoming liners are encrusted with ice and passengers were kept below throughout the crossing. Great suffering has been caused inland through lack of coal, the Government having refused to put an embargo on coal shipments to Canada. Populations in various towns in the upper parr, of New York State are threatening to forcibly seize trains as they pass in order to supply homes and hospitals. Throughout the country transportation is still paralysed. COMMUNITIES SEIZE COAL. NEW YORK, February 17. (Received February 18, 11.30 p.m.) Various communities in the northern part of the State have begun the seizure of coal bound for Canada, aided and abetted by the authorities, including the Federal fuel administrators. After various national authorities had refused to give coal priority rights of shipment or to permit an embargo on coal bound for Canada. The conditions in many cities are extremely serious, schools, hospitals and other public institutions being without fuel.
