PREMIER TO SPEAK AT FEILDING. IMPORTANT STATEMENT PROMISED. (Special to the Times.) WELLINGTON, May 8. Mr Massey will make an important speech at Feilding on Wednesday night He will deal among other mt iters with public finance and railway policy. The accounts for the financial year closed March 31 last have been completed. It is understood that they disclose quite a satisfactory position despite the fact that the increases in Customs duties and the cuts in salaries operated for only the concluding monhs of the year. It is the current year that is giving the Treasurer most anxiety, since income tax will show a very big drop, and the full effect of the dump will be felt in other directions.
