(Australian & N.Z. Cable Assn. Reuter.) PETROGRAD, August 9. Received August 10, 12.5 a.m. M. Kerensky intends to form a War Cabinet, including Tereatchenko, Nekrashoff, Avksentiff, and Scvinkoff, who will meet daily. Officers of the High Command will attend when available.
