Received July 24, 12.40 a.m. With a view to preventing a recurrence of the shortage of ships experienced on the outbreak of the SpanishAmerican war, Air Daniels (Secretary for the Navy) is ascertaining the speed capacity of all American merchantmen ! to ensure a fleet of auxiliaries. This is regarded as an indication that the American Government is considering the possbility of early war.
