THE AMENDING BILL. SECOND READING IN THE LORDS. By Telegraph.—Press Assn.— Copyright. LONDON. July 6 The Amending Bill passed its second reading in the House of Lords by 273 to 10. AMENDMENTS TO THE BILL. LONDON, July 6. ' The amendments to the Amending BH3 provide for the exclusion of Ulster province and the abolition of the time limit, with the Secretary of State as the administrative authority instead o£ th* Lord Lieutenant. MORE RIFLES LANDED. DEBATES IN THE LORDS. LONDON, July 7. Received July 7, 9.60 p.m. The Ulster volunteer leaders hav€i landed 200,000 cartridges at Bangor. A sergeant of the Bedfordshire Regiment has been arrested for instructing l the National volunteers in revolver practice. Ten of the “die hards” voted for Lord Willoughby de Broke’s motion for the rejection of the Amending Bill. Earl Roberts said that the present crisis affected the very roots of national existence. Any attempt to use military force in Ulster would break and ruin the army. He urged, in the cause of patriotism, members to drop party differences and seek a national solution to avert an inexpressible disaster to the army and to the nation. Lord Cnrzon favoured a convention, but time was too precious and the tension too* acute to allow that course. One could not advocate these solutions when they heard the tramp of armed men. The Amending Bill must fill the gap till a permanent settlement was devised. The Earl of Crewe said that if by dropping the Home Rule Bill and scrapping the Government policy were to be the preliminaries to a conference or convention for a permanent settlement such proposals could not be entertained. He asked the Opposition if the total exclusion of Ulster was included in the Bill would they' guarantee against a civil conflict He .was not ashamed to say heartily that he dreaded the idea of a' civil conflict MR REDMOND’S ORDERS. FORCE THE GOVERNMENT 081 RESIGN. LONDON, Jnly 6Mr Redmond has received a copy of an approved resolution from the New York Committee declaring that they are determined to arm the Nationalist volunteers, otherwise the sad story of Grattan’s volunteers will be repeated. The resolution insists on Hr Redmond forcing the Government to withdraw tbo arms proclamation or else To relinquis the control of the Nationalist volna teers. NEW SOUTH WALES ANGLICANS.
