Under it,all steamers trading in Australian waters must comply with Australian conditions as to pay, manning. and other particulars. No shipping, British or foreign. Without special licenses will be allowed to carry passe ,’ers between Commonwealth ports. NOT VET PROCLAIMED. WILL INVOLVE VAST CHANGES. MELBOURNE. August 19. Received August 19, 8.5 p.m. The Navigation Act will not be proclaimed for some time. The owners will be allowed ample time to make the necessary structural alterations to vessels. The Act means a tremendous revolution in Australian shipping methods.
