Tho reformers have seized all strategic points in Yangtso Valley. Tho Imperialists continue an effectless bombardment of Wuchang. SITUATION AT REKIN. PEKIN, Nov. 12. Yuan-Shi-Kai has started for Pekin. The reformers have evacuated their camp to the south of Nanking and the Imperialists hold the city. All foreigners .are safe. RUSSIAN LOAN. VETOED. PEKIN, November 12. Mukden Provincial Assembly vetoed a Russian loan. and informed tho Viceroy that if it is accepted the Assent-; bly will declare its independence. Twenty-seven incendiaries have been executed. Wu-ting-fong has been appointed Foreign Minister for Shanghai Republic. YUAN-SHI-KAI. A REIGN OF TERROR. PEKIN, November 13. Received November 13, 11.10 p.m. Yuan-shl-kai, writing to Li-yuah-hung. expressed dissatisfaction with .Pekin Government, urged Li-yuan-hung to accept constitutional, limited monarchy and pleaded that opportunity he given the Emperor to prove his sincerity. The position ,at Szechuan is increasingly serious. Some missionaries have been robbed. The whole of Shansi is now peacefully revolutionary.. . • A hundred thousand refugees gathered at Tientsin are constituting a menace and food prices are rising dally. General Chang has instituted a reign of terror at Nanking. The Viceroy and a Tartar General are virtually prisoners. Chang declares that he is not resisting the revolutionaries, but is suppressing a mutiny.
