(3y Telegraph—Press Association —Copyright.) CAPETOWN, Nov. 20. The Mayor of Johannesburg, in proposing the health of Messrs A. Fisher and G. Fowlds. thanked the respective Governments for sending representatives to the South African Union celebrations. Mr Fisher, in responding, said ho hoped that the South African Premier would one flay accept an invitation to visit Australia. He welcomed the suggestion for closer union with New Zealand, as all the interests of the Southern Seas wore alike. History would show whether Australia, close to the gates of the great Asiatic Empire, had clone wrong in insisting on training every youth to arms. They had to take, measures for defence and the inculcation of national sentiment. That was the reason of their navy. If that navy cost ten millions it would have to be provided, and he believed that the people of Australia were prepared to pay the price. The Hon. G, Fowlds said that there were many reasons why New Zealand should maintain a position of splendid isolation. If the people of South Africa only emulated the spirit of generosity which prompted statesmen in England to make the Union possible they must go forward and prosper. He urged a policy of justice towards natives.
