THE NEED OP EErOKM. (By Telegraph —Press /vtsoclatlon—Copyright.I TANGIER. Nov. 20. Moorish officers are antagonistic to army reforms, as payment of the men is taken out of their hands. A considerable proportion of the army’s rifles was stolen by the officers. The Sultan recovered possession by ordering the troops to Fez for inspection. In order to make a show the officers produced the arms, and hired loafers to serve as soldiers; also to conceal the. fact that they were drawing pay for more men than they commanded. When the army appeared the Palace gates were closed, and the soldiers were disarmed to the chagrin of the officers.
