Thu " First Garden City Limited " is beginning to take shape in Hertfordshire, in England. The j>t>[>iilat ion will ho limited to about .40,000 people to prevent overcrowding. In the actual town area not more than ten houses to the aero iuo to ho allowed. The (Jarden City Company will be the ground landlords, leasing houses and plots lor a period of 99 ye;ws. All profits beyond f> per cunt, will lie applied for the benelit of the town and its inhabitants. These benefits will take the form oi libiariesand concert bails, the laying oiH of parks and gardens, the introduction of electric tramways .md lighting, and other conveniences and attractions. The liquor traflic will lie under public control.
