A circular, signed by Mr Chamberlu.ii! as president of tho Imperial Tariff Committee, has been issued. It explains that tho committee has been formed for the purpose of assisting to win popular support ; for tho promotion of friendly negotiations with colonial governments, of commercial intercourse on mutually favourable conditions, and the recovery lor the United Kingdom ol" freedom to negotiate on an equality with foreign governments for the removal or mitigation of tariff restrictions on British trade. The ultimate objects are. firstly, the removal, as far os possible, of artificial restrictions to freedom of international trade : secondly, freer trade within the Empire ; thirdly, federation of the Empire on the" basis of commercial reciprocity. The committee will help all national or local or colonial organisations to to promote this policy. It desires to raise £50,000. payable in four yearly instalments unless the objects are secured within four years.
