The investiture of the Shah of Persia with the Order of the Garter, recently conferred by King Edward, was" a brilliant function. The ceremony was performed by Viscount Downe. the head of a special mission seat to Persia for tho purpose. LONDON. Feb. 3. The Times, protesting against a policy of drift, says something beyond complimentary embassies to Teheran are needed to enable Britain to hold her own in the regions wherein Lord Cranbornedeclared in 1902, amidst -the wariu approval of both sides of tho House of Commons, "We cannot abandon our rights and ascendency." Received 4th, 1.2 a.m. It transpires that a Russo-Persian commercial agreement has been completed and becomos operative on tho 14th ! inst. It introduces specific instead of the ad valorem duties levied under -the Turktunanchi treaty. The latter has been in operation since February, 1828.
