A Yellow Book shows that France iii November suggested to Russia concerted action of the Powers in order to compel the Porte to re-organise the Macedonian administration and that the Czar then sent M. Lamsdorff, Minister" of Foreign AHairs. to arrange . an entente with Austria. Tt is reported- iA^-bdeissa that an Austrian squadron is mobilising at Pola and v Russian fleet in the Black Sea in order to simultaneously' enforce reforms in the spring.
