THE BLOCKADE CONDITIONS

Mr Balfour stated that Germany and Britain agreed upon joint action in Venezuela in July last.

It is announced that the blockading Powers consider the offer of thirty per cent, of the Customs of Puerto Cabello and La Guayra sufficient to justify the raising of the blockade, if the nonblockading Powers interested do not participate in tha receipts therefrom. NEW YORK. Jan. 29. Received 30th, 1.20 a.m. SETTLEMENT URGED. The representatives of the Powers in Washington have cabled to their governments urging prompt acceptance of Mr Bowon's offer, to enable the blockade to be raised. A Buenos Ayres bank has offered Veneiuela funds to pay the foreign claims and French bankers are also making overtures.
