Thursday, 13th December. The fortnightly meeting was attended by his Worship the Major (Mr J. S. Uoldie), Councillors D. Roche, (Jeo. Froggatt, A. McKellar, T. F. Smyth, John Stead, W. A. Ott, C. S. Longnet, W. B. Scandrett, F. »;. Stone, A. Bain, W. Slanson and James Thomson. Sergeant O'Noill wrote in reply to the Council's letter complaining of larrikinism on the Park and in proximity to some business premises in Dee street, that the matter would bo attended to. At tho same time he thought the complainants should have come direct to the police and the matter would have received attention immediately. — Copy of letter to he sent to Messrs Barlow and Jones. Thomson, Bridger and Co. applied for remission of rates on section 16, block 1. They pointed out that Die building on it was destroyed by fire on May 4th, and that their leaso and interest in it ceased from that date until reconstruction was completed on November sth. — To be informed that the Council cannot comply with the request. Hugh S Hunter asked, that as he had purchased sections 1, 2, 21, and 20, block 18, and intended building on them, that the treos on Tweed street between Clyde and Liddel streets on the south side, be cut down, and that the ditch in Tweed street he deepened to admit of the property being drained. — Referred to the committees interested. The Garrison Band wrote thanking the Council for their donation of £10. The City Band asked for a similar donation, which was granted. J, Glennio was granted permission to attend the band contest in Christchurch. Auctioneers' licenses were granted to R. R. McKay, YS*. Todd, (i. Froggatt, T. H. Watson, C. Howells, W. S. Hawke, 0. W. H. Strettell, John Stronach, John Gilkison, R. W. Mitchell and J. A. Mitchell. Dr Hogg objected to all the trees in the reserve he had leased in Gala street being cut down. Ho asked that a clump of trees bo left on the north side, otherwise all shelter would be removed and the paddock greatly depreciated as grazing ground. In accordance with notice Councillor Stone moved that the resolution empowering the cutting down of tho trees referred to be rescinded — Carried. The foreman of works was appointed Inspector of Nuisances during Mr Cameron's absence in Australia. The abattoir inspector reported that 106 cattle, 642 sheep, 2 pigs and 1 calf were slaughtered at the abattoir during the fortnight ending Bth inst. Of this number a cow and two sheep were condemned. The sanitary inspector reported that the sanitary condition and general cleanliness of the borough was good. He stated that " during the lust session of Parliament a sum of money was placed on the Estimates to provide for a qualified Government analyst being appointed for Invercargill and district. The matter now appears to have been shelved, and as the appointment of a competent analyst is an important desideratum for the public health of the borough, I would respectfully recommend the Council to urge upon the Government the necessity for such appointment being made at once. For, as matters are at present, it is no good for us to take samples of sugar, tea, coffee, soirituous liquors, etc., inasmuch as in the absence of a local analyst it would be impossible to know whether goods were adulterated or not." He further stated that, with the approval of the Mayor, he had made arrangements with the foreman of the Sanitary Department and with the foreman of the Works Department for them to perform, during his absence, all the duties that could not be held over till his return. — A dopted. The Mayor was appointed to represent the Council at the Half-holiday Conference, and it was suggested that he favour the retention of Wednesday as the weekly halfholiday. The Works Committee recommended that R. Allen and R. Gray be informed that the Council does not see its way to enter into a contract for drainage works outside the borough and that they bo recommended to apply to the County Council; the committee reported having held over the Cycling Club's letter asking the Council to make certain repairs to Kelvin Avenue until the foreman and gardener report the estimated cost. — Adopted. The Finance Committee recommended :— ■ That R. Allen be informed that the Council will lay water to the bowling green at Northend provided the club undertakes to pay cost of same, to pay 20s per annum for meter rent and the usual charge for water used ; that J. Crowthcr's offer of £30 10s per annum for water to his brewery lie accepted for one year and that at the expiry of that time the matter be again considered ; that the Counefl pay the annual fee of 10s 6rl for extinguishing the lamp at the South fire station ; that as seven leases of Municipal sections fall in on 27th March next, recommend that Thos. Pratt be appointed valuer for the Corporation at a remuneration of £o 5s : that the offer of Ashmore, Benson, and Pease to supply a gasholder at £1495 be accopted, and that it be ordered by cable. The Committee reported that the matter of supplying uniforms for members of the Fire Brigade is held over.— Adopted. The Mayor's honorarium for the tme.vpired term of office was fixed at £50. Councillors Thomson and Smyth were appointed members of the Park Board of Management. The Council adjourned until 17th January.
