A deputation from the Chamber of Manufacturers interviewed the Premier and urged the establishment of a Board of Trade in preference to the proposed legislation to stop the placing of shoddy goods on the market. The Premier, in reply, said he was not prepared to est ib'ish a Beard of Trade at present, and he doub'ed, with the experience of previous boards, if Parliament would consent to hand over the matter to a board. He preferred and intended to enforce stringent legislation. Received 20th, 0.30 a.m. An enquiry has opened into the circumstances attending the fires on board the ship Hilaria. Counsel for the Crown stated that the steward of the vessel went to bed with the door of his cabin open and when the fire was discovered the door was locked. The steward broke-open the door and saw some one running away from the spot where the first fire broke out. This spot could only be approached through the lazarette, the key of which was kept by the second mate. The evidence adduced showed that suspicion rested upon the second mate certainly in connection with the second fire and probably the first also. Captain Allen gave evidence that the second mate and steward were always snarling at each other.
