TO TIIK HDITIiK. Sir, — The other day the Traffic Manager stated through your paper that the railway charge on goods from lilufF to Invt.reajgill was 6s (id per ton. This, I understand, covers receiving, (id per ton, and delivering, 6d per ton. Of course he did not state so, but I assume it does cover these charges, as the Department charge Od per ton on all grain shipped or received; also on guano and honedust. Why is this receiving and delivering not done by tender ? The handling of grain alongside one of the steamers cannot cost the Department more than 2d per ton, if that, and other cargo will cost nc more. It is useless to say it cannot be done by tender, as there arc plenty of stevedores who would gladly offer for the work. The same applies to the town deliver}' from railway trucks. The cartage is now done by tender, and seems to work well. Now, if the public had this benefit — were it only, say, .'id per ton on each handling — -it would he a great. consideration, and only their right, as ihe Department have no legitimate right to pocket it. — I am, &c, \Y.
