WALLACE COUNTY COUNCIL.

A meeting of the Wallace County Council was held at Kiverton on Tuesday, the members present being Messrs Hirst (chairman), Mackintosh, Mclntyre, Johnson (Wairio), Johnson (Aparima), Cuth bertson, and Basstian. The minutes of the previous meeting were read and confirmed. Two petitions were here presented to the Council, one signed by 41 ratepayers, asking for a bridge at Collie's Ford ; and one signed by 19 ratepayers, asking that •the road from the Aparima River to Yellow Bluff should be repaired. Kenne Ji Fraser applied for a slaughtering license, which was granted. On the motion of Mr Mackintosh, that the inspector's salary be increased from£23o to £300 per annum, to date from Ist December, several members spoke in very high terms of the inspector, Mr Durbridge. It was resolved that £250 be voted to erect a traffic bridge over the Pura Purakino River, opposite Mr G. Grey's, the General Government to contribute £150 for. the same purpose. [ Mr James Mackintosh moved — "-That it is desirable that this Council borrow a sum of £6000 in order to construct three bridges across Jacobs River, viz., Collie's Ford, Yellow Bluff, nnd Wrey's Bush." The motion was seconded pro forma by Mr Wm. Johnson (Wairio), and was lost on the yoices. It was resolved, on the motion of Mr Mackintosh, that the sum of £985 16s be voted to be expended on county road from Yellow Bluff through the Oreti Plains to county boundary; Mr R. F. Cuthbertson then moved the motion standing in the name of Mr Hirst — " That the sum of. £3500 be voted to erect i two bridges on the Jacob's River, one at Collie's "Ford and one at Upper Ford, and that the interest at the rate of 7 per cent, and a sinking fund of 4£ per cent, be provided out of the revenue of the Aparima and Otautau ridings in the following proportions: — The Aparima' Riding fpaying twothfrds and the Otautau Riding one-third of interest and sinking fund, the sum so voted to be a liability on any loan that the County Council float for special works." A long discussion ensued, and on the motion of Mr Cuthbertson, the Council, resolved itself into a committee to consider the proposed bridges, and_ Mr Cuthbertson was voted to the chair. The motion was then divided into two so as to allow of each bridge being discussed separately, when Mr Hirst moved — " That a sum of £2000 be voted to erect a bridge at Collie's Ford, and that the interest be as above, to be provided out of the revenue, of the Aparima and Otautau ridings in the /following .-"proportions : — Aparima Riding^ one-third, and "Otautau Riding, two-thirds of interest and sinkingfund.-^. •%.-';-* , : '"•*?:,': ' Mr'Jolinson (Wairio) moved as an amendment — That £1500 be voted for a bridge at Collie's Ford, the interest and sinking fund to he ( the same as above, .and to be provided for, in jsequal ."parts by the Aparima arlcl'Otautau Ridings," the same to voted a liability on any loan the Council be may float for special works. Mr Basstian moved as a further amendment — That a bridge be erected at Collie's Ford estimated to cost about £2000, onethird to be paid out of revenue ; -one-third out of. ttie__reyenue of Aparima Riding ; and one j third J -ouf "of" revenue of Otautau- ' Riding. A division was calledfor on this motion, when there voted for the motion — Mr Johnson (Aparima), Mr Basstian, Mr Hirst, Mr Mclntyre. Against — Mr John-, son (Wairio), and ,Mr Mackintosh. This motion was carried on the understanding that the vote of the ratepayers should be taken before the bridge is constructed. : Mr Cuthbertson then reported progress, and the County Chairman took his seat. It was resolved that a sum. of £000 be voted for the construction of a new road on Orawia hill, and repairs in Limestone Gorge, Waiau Riding. It was also resolved that £20 be voted to repair the road to Mr Mclntyre's, as asked by the Aparima Road Board. At this stage of the proceedings Mr Cnthbertson retired, and a letter was read from him, claiming £5 for damages sustained by one of his horses breaking through a culvert on the county road between Otautau and Mount Pleasant.. The horse was very seriously hurt, and Mr Cuthbertson held the Council liable. Mr Macintosh moved, and Mr Johnson (Wairio) seconded, that this Council decline to entertain the request of Mr Cuthbertson regarding the damage done to his horse by a culvert on the Otautau and Mount Pleasant road suddenly giving; way. — Carried. • • : A letter was here read from the Government stating that it had been desired to grant to the County of Wallace a sum of £2700 to repair the damage done by the , recent floods; the money to be repaid in five equal annual instalments, the first to be payable on 31st December, 1879, and. the Council to sign an agreement that the sum would only be expended for " the purpose specified, viz., the repairing • damage done by the floods.
