Japan v. China.

The Novoe Vremya declares that if China and Japan persist in ignoring Russia’s friendly counsels Russia will be compelled to support her claims in Corea by arms. Shanghai, January 14. Negotiations for peace between China and Japan will begin at Shiroshuma on February Ist. The defeat of the Chinese at Kaipang was due to a flanking movement. Two hundred Chinese were killed, Ten thousand Chinese, intended as a reinforcement for Kaipang, have now retreated to Yainghstu and the port of Neuchang. The Manchurian Princes have taken ■the defence of the country into their own hands. Southern Manchuria is said to be in a ghastly condition. The entire population, has perished, regions being reduced to solitudes, through fuel and food being exhausted. Many families have been frozen to death. . It is reported here that the British Government ordered Admiral Freemantle to use the entire force at his command if to prevent the Japanese entering the Yang-tse-kiang river. A friendly hint of this was conveyed to Tokio, which explains the inaction of the Japanese fleet since the encounter at the Yalu river, %
