English sailors are adopting a • very effective method of compelling the Government to prohibit the employment of foreign seamen in such large numbers in the British mercantile marine. It has been resolved by one large branch that all seaman be requested to abstain from joining the Naval Reserve until Parliament have conceded their demands for a restriction in the number of on British vessels. As the Naval Reserve is a very important factor in British naval defence, its membership amounting to nearly 20,000 men, if the boycott be strictly carried out the matter will be brought in a verv acute form under the notice of the Government.
