The Press of this city evinces uneasiness at the speech made by the Czar of Russia at the belhrothal ceremony of his cousin to the) daughter of tho Prince of Montenegro, regarding the remarks there made as an invitation to Franco for an alliance. Vienna, May 3. The Press of this city regard the Prince of Montenegro as a candidate for the throne of Great Servia. St. Petersburg, June 3. The jVouoi Vremya insists that the speech made by the Czar at the betrothal ceremony was of peaceful character. The Panslavist parly is jubilant, believing that the Czar’s speech portends a re-open-ing of the Eastern question, the cause which it commends.
