(By Telegraph.) WELLINGTON. April 13. The arrears due on the deferred payment and perpetual lease sections are exceptionally heavy, notably in Otago and Southland, and it is anticipated that some decisive steps will have to be taken to effect an improvement. The increase since December 31st, is most remarkable. At that date 1648 selectors owed £27,000. By the end of March there were more than 3000 in default, and the arrears had increased to £46,000. Strange to say it is not those who pay the heaviest rents or hold the highest priced land who are moat behindhand, but people whose dues are comparatively light. The unwillingness to cash up is attributed in a great measure to tho hope that the next session some such measm-o as the Fair Rent Bill will be passed which will have the effect of easing off the strain on tho defaulters, and bringing about a revaluation of holdings.
