By Electric Telegraph—Copyright. [Reuter’s Telegrams.] THIS DAY, [Received March 19,1883,12.45 p.m.] Ministers Returned. Melbourne, March 19. All the new Ministers have now been re-elected to Parliament. A Disappointing Statement. Mr Gillies, Minister of Railways, in his speech on Saturday night stated that of the sum of £2,650,000, allotted from the last loan for railways, only £55,000 will remain available for the construction of the proposed new lines, amounting to 800 miles.
