Received .Marsh 16, noon Washington, March 51 Admiral Sims, continuing hia evidence, stated that owing to the use of an out of date code, the sailings'of the United States’ transports early in the war were known regularly in Berlin, and submarine attacks followed. The United States refused Allied aid in the shape of convoys because the Navy Department felt that the national amour propre would be hurt by such a confession of the inadequacy of the United States Navy.
